Results of visit in 1993. 1993 October, surveyed Sanaa workshops making jambias, counting 55 open workshops and 94 craftsmen (compared to 57 and 85 in Jan 1993), no rhino horn was being crafted. Only one craftsman was found working on rhino horn during one week of visits. Most handles were of water buffalo horn. Jambias with rhino horn handles cost several hundred dollars when new, thousands if old. Jambia is worn traditionally by men in the north, and only rural tribesmen in the south. Many Shabwa tribesmen hid their daggers 1967-1990 when daggers were prohibited. The main jambia trader, Mohammed, obtained one consignment of rhino horn in 1993, about 80 kg, in March via Dubai, said to have come from China. He offered $1200 for a new horn brought to Sanaa. Another trader had brought 40 kg of rhino horn from Zanzibar in 1987.

Decree 240 passed through the Cabinet on 2 Dec 1992 stated that Yemen would join CITES. Decree 124, first issued on 19 may 1992 and re-issued on 2 Dec 1992, prohibited the internal trade in raw rhino horn. Imports had been banned in 1982, exports in 1986. In 1993, the Ministry had registered 40 traders with 722,5 kg of left-over rhino horn powder and chips.
